File directory = new File (sdCard.getAbsolutePath() + "/Pictures");
File file = new File(directory, "image_name.jpg"); //or any other format supported
FileInputStream streamIn = new FileInputStream(file);
Bitmap bitmap = BitmapFactory.decodeStream(streamIn); //This gets the image
